Confirmed treasurer, deferred system onboarding
The confirmed treasurer has not been provisioned in the authority system. If that appointment changes, KC can revoke or supersede the unfinished invitation through a separately logged authority event. No successor inherits approval of these exact document versions. Financial-effect actions remain unavailable until a currently authorized reviewer acts.
