Know Your Neighbor public-beta privacy notice

Five Letter Agency operates Know Your Neighbor (KYN) within The Party Party. The Korey Streich Campaign Committee / AI for Wisconsin is a legally separate relying party. This notice covers KYN itself, not a relying party's separate records or any campaign-finance disclosure duties.

The privacy goal

KYN is designed to answer a narrow question—whether a versioned qualification has enough accountable support—without requiring the central service to know an ordinary participant's civil identity. Pseudonymous does not mean magically untraceable: a participant can reveal themselves, neighbors can recognize each other, network metadata can identify devices, and a compromised browser can expose keys.

Information KYN processes

For ordinary participants, KYN processes:

  • a random pseudonymous subject identifier and participant public key;
  • the notice version and explicit purposes you accept;
  • versioned claim requests, invitations, introductions, attestations, audits, challenges, decisions, appeals, credentials, and status changes involving you;
  • scoped authority grants for accountable verifiers and operators;
  • privacy-safe events and receipts needed to explain decisions;
  • a one-way recovery-code commitment, never the durable recovery code itself; and
  • limited security and operational metadata needed to deliver and protect the service, such as timestamps, nonces, request size, errors, and short-lived network access logs.

Ordinary enrollment does not ask for a legal name, email address, social account, exact home address, government ID, SSN, or identity-evidence upload. Sensitive evidence is disabled in this release. Please do not submit it in free-text fields, challenges, or support messages.

An accountable verifier may already know who you are in real life. KYN records the scoped attestation and its accountable authority path, but public endpoints do not publish private relationship edges. Authority holders who choose greater public accountability may be publicly labeled.

Why it is used

KYN uses these records to operate participant keys and recovery, evaluate narrow claims, enforce independence and authority limits, conduct random or risk-based checks, resolve challenges, invalidate dependent trust, issue credentials, and produce privacy-safe accountability records. It does not use KYN activity to sell personal information, serve targeted advertising, or create a universal social credit score.

What relying parties receive

A relying party receives only the minimum presentation permitted by an immutable use manifest: an issuer and credential reference, narrowly stated claim and assurance basis, status, validity window, and a pairwise or ballot-scoped token when needed. KYN evidence, the KYN subject identifier, attestor identities, and private graph data are not part of that presentation.

For anonymous ballots, the ballot service receives a ballot-scoped authorization and one-time nullifier. It does not receive the KYN or campaign identity. A valid anonymous ballot is not retroactively rewritten merely because an underlying credential is later revoked, unless the ballot's already published manifest said otherwise.

Retention, requests, and deletion

You can request an export, correction or invalidation, consent withdrawal, or deletion from the KYN participant interface. Export is limited to records involving your subject. Withdrawal and deletion stop future trust use and invalidate dependent authority, attestations, and credentials as appropriate.

Deletion is cryptographic unlinking plus prospective invalidation; it is not silent rewriting of past receipts. Pseudonymous audit, security, command-deduplication, and decision tombstones may remain as needed to prevent replay, explain prior outcomes, meet legal obligations, or document public accountability. Exact pilot retention windows will be published before KYN accepts evidence beyond this no-sensitive- evidence beta.

Storage and security

The beta initially uses disclosed provisional storage and an encrypted backup with a tested restore record. Transport encryption, restricted service accounts, container and network boundaries, secret files, signed commands, and minimized logs reduce risk; they cannot eliminate it. The public storage notice identifies the known availability and data-loss tradeoff.

Contact kc@uspartyparty.com for privacy questions or a request you cannot complete in the product. Do not email private keys, recovery codes, identity evidence, or other secrets.

Material changes receive a new notice version. KYN requires renewed consent to the active notice version rather than silently treating a changed notice as accepted.
